摘要
价值医疗旨在为患者提供最具性价比的医疗服务,力求患者体验最佳、医疗价值最大化,是实现公立医院高质量发展和健康中国战略目标的有效途径之一.通过对价值医疗的定义、内涵与实践运用进行系统梳理,分析公立医院在高质量发展过程中存在的问题.价值医疗导向下,目前公立医院仍存在党建引领意识不强、医疗服务同质化建设不足、医疗费用控制压力升高、患者体验与医院评价体系及信息化建设有待提升等问题.未来应进一步加强党建引领,明确自身定位;鼓励按价值定价,促进医疗费用合理化;构建医患双向受益模式;营造人才培养与价值医疗互相促进的医疗服务生态环境;持续推进价值医疗导向的绩效评价体系优化和信息化建设,深化公立医院改革的价值医疗导向,助力高质量发展.
Abstract
Value-based healthcare aims to provide patients with the most cost-effective medical services,striving for the best patient experience and maximization of medical value.It represents one of the best strategies for achieving high-quality development in public hospitals and realizing the strategic goals of a Healthy China.By systematically reviewing the definition,connotation,and application of value-based healthcare,this study analyzes the challenges encountered in the high-quality development of public hospitals.Under the orientation of value-based healthcare,current public hospitals still face several challenges:insufficient party-led leadership awareness,inadequate homogenization in medical services,increasing pressure on medical cost control,and a need for improvements in patient experience and the hospital measurement and information systems.Future directions should focus on strengthening party-led guidance,clarifying hospital positioning,encouraging value-based pricing,focusing on cost rationaliza-tion,developing a mutually beneficial model for doctors and patients,creating a healthcare service ecosystem where talent cultiva-tion and value-based healthcare mutually reinforce each other,and continuing to enhance the value-based healthcare-oriented measurement and information systems to deepen the reform of public hospitals and support their high-quality development.
