Objective:This study explores the high-quality development model of"New Health Harbor"(NHH)public hos-pitals in Zhejiang province,aiming to provide theoretical references for enhancing the high-quality development of public hospitals.Methods:Employing grounded theory,semi-structured interviews were conducted with 18 management personnel from tertiary public hospitals,community hospitals,and government health departments in Zhejiang province between November 2022 and March 2023.Data from these interviews were analyzed using NVivo 12.0 software.Results:Using three-level coding,four main categories and eighteen subcategories were identified.Based on the"condition-phenomenon-action/interaction strategy-outcome"paradigm model,a bottom-up analytical framework for the high-quality development model of"New Health Harbor"public hospitals in Zhe-jiang province was constructed.Conclusion:The development drivers of the NHH public hospitals'high-quality development model include national policy requirements,diverse and multi-level public demands,and the current state of unbalanced and insufficient development.Challenges include insufficient internal development,lack of innovation,and rigid operational mechanisms.High-quality development can be achieved through strategies such as operational model adjustment,efficient resource integration,and synergistic promotion of quality elements.
