摘要
主动健康是我国的原创概念,是践行健康中国行动的重要举措,对健康事业与养老产业的可持续发展具有指导意义.医养结合服务集医疗、康复、养护、预防、健康教育与健康促进、临终服务等多种养老服务为一体.本研究对主动健康以及医养结合服务的理论内涵和发展现况进行梳理,提炼出主动健康主动性、系统性、预防性的特点以及现阶段医养结合服务存在的服务体系运行机制无法满足多种需求、医疗保障制度不完善、医护队伍建设不足以及服务需求方经济压力大等发展困境,并从主动健康理念本身以及两者的契合点出发,提出加强政策引导、完善家庭医生签约制度、建立互联互通机制、提升服务供给能力、加强健康管理、大力推进预防性健康事业的发展等优化策略,以此实现助力医养结合的发展,为健康老龄化以及养老服务模式的发展提出新思路.
Abstract
Proactive health is an original concept in China and an important measure to implement the Healthy China Action,which has guiding significance for the sustainable development of the health industry and the elderly care industry.The integration of medical treatment and elderly care service integrates medical treatment,rehabilitation,maintenance,prevention,health education and health promotion,and end-of-life care.This article sorts out the theoretical connotations and current development status of pro-active health and the integration of medical treatment and elderly care service.Extract the proactive,systematic,and preventive characteristics of proactive health,as well as the current development difficulties in the integration of medical and elderly care serv-ices,such as shortcomings in the service system operation mechanism that cannot meet the diverse needs of the demand side,im-perfect medical security system,insufficient construction of medical and nursing teams,and high economic pressure on the service demand side.Then,starting from the concept of proactive health itself and the convergence of concepts and services,we will reorgan-ize the service difficulties of the integration of medical treatment and elderly care services,and propose optimization strategy,such as strengthening policy guidance and improving the family doctor signing system,establish an interconnection mechanism to enhance serv-ice supply capacity,strengthen health management and vigorously promote the development of preventive health undertakings,assist in the development of the service,and propose new ideas for the development of healthy aging and elderly care service models.
