摘要

目的:构建基于网格尺度的模型评估广州市突发公共卫生事件应急系统脆弱性,为城市突发公共卫生事件应对管理提供参考.方法:整合2019 年广州城市兴趣点(point of interest,POI)数据与人口和经济空间分布数据,以1km×1km的网格作为基本研究单元,构建城市突发公共卫生事件应急系统脆弱性评估模型,使用核密度分析工具测算医疗卫生服务类场所空间分布,采用主导要素法识别广州市不同网格的突发公共卫生事件应急系统脆弱性类型.结果:广州市突发公共卫生事件应急系统脆弱性等级从中心城区向外围逐渐降低;中度及以上脆弱等级的网格仅占0.33%,主要分布在荔湾区、越秀区、海珠区3 个传统老城区;广州市突发公共卫生事件应急系统的脆弱性类型主要为"暴露-适应性脆弱型",网格占比达 41.74%.结论:广州市突发公共卫生事件应急系统整体脆弱性较低,但城市内部的空间差异显著,主要脆弱类型为"暴露-适应性脆弱型".建议未来进一步加强城市公共卫生治理和服务能力,定期开展风险评估与预测,优化城市空间规划,以提升应对突发公共卫生事件的能力.

Abstract

Objective:Constructing a grid scale model to assess the vulnerability of the emergency system for public health e-mergencies in Guangzhou,serves as a reference for refined management of urban public health crises.Methods:Integrating 2019 data on Guangzhou's points of interest(POI)with demographic and economic spatial distribution data,and using 1km×1km grids as the basic units of analysis,we developed a model to assess the vulnerability of the urban emergency system for public health e-mergencies.The kernel density analysis tool was applied to calculate the spatial distribution of medical service facilities,and the dominant element method was used to identify the vulnerability types of the emergency system for public health emergencies across different grids in Guangzhou.Results:The vulnerability levels of Guangzhou's emergency system for public health emergencies gradually decrease from the central urban area to the periphery.Only 0.33%of the grids,primarily located in Liwan,Yuexiu,and Haizhu Districts,the three traditional old urban districts,are categorized as moderate or higher in terms of vulnerability.The preva-lent type of vulnerability in Guangzhou's emergency system for public health emergencies is identified as exposure-adaptive vulnera-bility,accounting for 41.74%of the grids.Conclusion:Overall,the vulnerability of Guangzhou's emergency system for public health emergencies is low,but there are significant spatial disparities within the city,predominantly characterized by exposure-a-daptive vulnerability.Future efforts should enhance urban public health governance and service capacity,conduct regular risk as-sessments and forecasts,and optimize spatial planning to improve emergency response capabilities.
