摘要
目的:分析粤港澳大湾区医疗卫生服务供给效率及其影响因素,为提高医疗卫生服务供给效率提供参考.方法:运用非期望产出的超效率SBM模型和Malmquist指数模型,从静态和动态两个角度对2015-2021 年粤港澳大湾区11 个城市的医疗卫生服务供给效率进行测算,并通过Tobit模型对其影响因素进行分析.结果:粤港澳大湾区的医疗卫生服务供给效率平均值为 1.150,处于较高水平,但内部各城市效率值差异较大;Malmquist指数、技术效率变动值和生产技术变动值均值分别为 1.126、1.135 和 1.065,整体呈波动上升趋势,技术效率对整体效率变化起主导作用;人均GDP、进出口占比对粤港澳大湾区医疗服务供给效率具有显著正向影响,而财政分权状况、人口密度具有显著负向影响.结论:应重点优化粤港澳大湾区的医疗资源布局,促进大湾区内跨市、跨区资源流动,同时通过建立区域经贸-医疗循环体系、完善财政权责机制及政府资源配置措施等方式进一步促进医疗卫生服务发展.
Abstract
Objective:This study aims to analyze the medical and health service supply efficiency and its influencing factors in the Guangdong-Hong Kong-Macao Greater Bay Area,providing references for enhancing medical and health service efficiency.Methods:Using the super-efficient SBM model and the Malmquist index model,this paper calculates the medical and health serv-ice supply efficiency of 11 cities in the Guangdong-Hong Kong-Macao Greater Bay Area from 2015 to 2021 from both static and dy-namic perspectives,and analyzes its influencing factors through the Tobit model.Results:The average efficiency value of medical and health service supply in the area reached 1.150,indicating a high level of efficiency,though there was significant variation among regions.The average values of Malmquist index,efficiency change,and technological change were respectively 1.126,1.135,and 1.065,demonstrating a fluctuating upward trend with technological efficiency playing a pivotal role in overall efficiency changes.Per capita GDP and proportion of imports and exports significantly positively influenced the healthcare service supply efficiency,while fis-cal decentralization and population density had significant negative impacts.Conclusion:To enhance healthcare service supply effi-ciency in the Guangdong-Hong Kong-Macao Greater Bay Area,it is crucial to optimize medical resource allocation,and facilitate the rational flow of resources across cities and regions.Promoting further development of medical and health services through regional eco-nomic-medical integration,fiscal responsibility mechanisms,and government-led resource allocation are recommended.
