摘要
目的:评价天津市基本公共卫生服务效率并分析其影响因素,为提升我国基本公共卫生服务运行效率提供参考.方法:基于2016-2020 年天津市 16 个行政区的面板数据选取投入、产出指标以及环境变量,运用三阶段SBM-DEA模型,对基本公共卫生服务效率进行测算,通过Tobit回归分析进一步探讨其影响因素.结果:2016-2020 年天津市16 个区基本公共卫生服务的综合效率、纯技术效率、规模效率平均值分别为0.820、0.980、0.837.老年人口家庭户数占比、每千人口床位数、已组建家庭医生团队数对天津市基本公共卫生服务效率的影响成负相关.结论:天津市基本公共卫生服务总体效率较高,但地区间差异较大;需合理配置卫生资源,关注重点人群,持续推进服务精细化和均等化管理,不断提升区域基本公共卫生服务整体效率水平.
Abstract
Objective:Evaluate the efficiency of basic public health services in Tianjin and analyze its influencing factors,in order to provide references for enhancing the operational efficiency of basic public health services in China.Methods:Based on panel data from the 16 administrative districts of Tianjin from 2016 to 2020,input and output indicators as well as environmental variables were selected.Using the three-stage SBM-DEA model to measure the efficiency of basic public health services,and fur-ther explore its influencing factors through Tobit regression analysis.Results:Regardless of the influence of factors such as environ-ment and random errors,the average overall efficiency,pure technical efficiency,and scale efficiency of the basic public health services in the 16 districts of Tianjin from 2016 to 2020 were0.820、0.980、0.837,respectively.The proportion of family households with an elderly population of 65 years and over in the total number of households and the number of established family doctor teams are negatively related to the impact of Tianjin's basic public health service efficiency.Conclusion:The overall efficiency of basic public health services in Tianjin is relatively high,but there are large differences between regions.It is necessary to rationally allo-cate health resources,pay attention to key populations,continue to promote service refinement and equalization management,and continuously improve the overall efficiency of regional basic public health services.
