摘要
当前健康老龄化发展过程中存在显著的系统性不平等问题,需要各国的交流互鉴和全球的协同应对.发达国家在推动健康老龄化全球治理方面积累了一些经验.本研究通过梳理美国、日本和加拿大健康老龄化全球治理的理念、实践以及工作主体等内容,探讨对我国的启示.其中,美国健康老龄化治理以其卓越的研究能力及充足的资金支持为显著特点;而政策对话、技术合作、培训项目和非政府部门参与则是日本目前工作的四大支柱;加拿大则在老龄友好城市和社区建设方面打造全球治理的品牌项目.对此,建议我国尽快制定全球健康及老龄化治理战略;完善组织机构,加强研究引领;积极参与多边平台,培养全球卫生人才;并充分发挥非政府组织及私营部门的作用.
Abstract
Significant systemic inequalities exist in the development of healthy ageing,which requires international exchanges and global coordinated responses.Developed countries have accumulated some experience in promoting global governance of healthy ageing.This study aims to analyze the ideology,practices,and institutions of global healthy ageing governance in the United States,Japan,and Canada,and draw implications for China.The US governance of healthy ageing is notable for its excellent research ca-pacity and sufficient financial supports.As for Japan,policy dialogue,technical cooperation,training programs and non-govern-mental sectors participation are the four pillars.Canada's endeavors in age-friendly cities/communities have also become a brand project of its global governance.It is recommended that China should formulate a global governance strategy for healthy ageing as soon as possible,improve organizational structure and strengthen ageing research,participate actively in multilateral platforms and nurture global health talents,and give full play to the role of non-governmental organizations and the private sector.
