摘要
通过对盖茨基金会的年报数据及相关文献的整理和解读,分析该基金会参与全球卫生治理的作用与挑战,以期对后续开展多元主体共同参与全球卫生治理的研究提供参考.研究重点探讨了基金会与政府、私营公司合作的协同治理模式,以科技创新和社会创新推动全球卫生治理的发展,以及源自新自由主义的慈善资本主义与现实社会的义利关系,这有利于进一步认识和理解非政府组织在全球卫生治理中的发展特点和未来趋势,也对全球卫生治理改革具有启示意义.
Abstract
Through sorting and analyzing the annual reports of the Gates Foundation and relevant literature,this study aims to investigate the role of private foundations when taking part in global health governance and the challenges that they face,with a view to providing reference for the subsequent research on the joint participation of multiple subjects in global health governance.This study specifically discusses the cooperative mode of health governance among the foundation,governments and private enterprises,the development of global health governance that technological innovations and social innovations facilitate,the relation of morality and profits between real societies and philanthrocapitalism that originates from neo-liberalism,which is conducive to the further un-derstanding and appreciation of the development characteristics and future trends of non-governmental organizations in global health governance,as well as being instructive for global health governance reforms.
