摘要
目的:研究北京市某医院纵向科研经费使用管理困境及对策,为优化医院纵向科研经费使用管理体系提供参考.方法:以北京市某医院为样本医院,分别于2021 年12 月至2022 年 1 月和 2023 年 9 月,基于利益相关者访谈,了解各方诉求及改善措施建议.结果:研究共纳入 28 名利益相关者,包括主要利益相关者22 人,次要利益相关者6 人.北京市某医院已建立起职责清晰、流程明确的纵向科研经费使用管理体系,但仍面临人力资源短缺、信息系统低效、实质管理困难、经费使用困难等困境.利益相关者提出应简政放权、放管结合,完善机制建设、风险识别、问题解决、流程优化等建议.结论:北京市某医院纵向科研经费使用管理各部门职责明确流程清晰,但实际管理中仍面临不少困境,政策感知差异与激励机制失效是该医院纵向科研经费管理不善的主要原因,应明确绩效发展目标,推动院内信息化建设,优化服务流程;构建激励-约束机制,引导科研人员合理使用纵向科研经费;完善管理人员成长路径,激发其内生绩效改善动力.
Abstract
Objective:To study the dilemmas and improvement strategies in the management of vertical research funding utili-zation in a hospital in Beijing,providing a reference for optimizing the hospital's vertical research funding management system.Methods:Using a hospital in Beijing as a sample,stakeholder interviews were conducted from December 2021 to January 2022 and in September 2023 to understand the demands and suggestions for improvement from all parties.Results:A total of 28 stakeholders were included in the study,including 22 primary stakeholders and 6 secondary stakeholders.The hospital has established a vertical research funding management system with clear responsibilities and processes,but still faces issues such as a shortage of human re-sources,inefficient information systems,difficulties in substantive management,and challenges in fund utilization.Stakeholders proposed suggestions such as streamlining administration,delegating power,combining management,improving mechanism con-struction,risk identification,problem-solving,and process optimization.Conclusion:While the hospital has clear responsibilities and processes for the management of vertical research funding,there are still significant management challenges.Differences in poli-cy perception and ineffective incentive mechanisms are the main reasons for poor management.It is recommended to clarify perform-ance development goals,promote information system construction within the hospital,and optimize service processes.Additionally,establishing an incentive-constraint mechanism to guide researchers in the reasonable use of vertical research funds,and improving the growth path of management personnel to stimulate their intrinsic motivation for performance improvement.
