Objective:To analyze the challenges faced in plague prevention and control in the comprehensive demonstration zone of plague prevention and control in Inner Mongolia,and to provide scientific references for improving plague prevention and control work.Methods:Using the grounded theory research method,semi-structured interviews were conducted with 60 plague prevention and control staff and local residents in Siziwang Banner and Otog Banner of Inner Mongolia Autonomous Region from April to October 2023.Nvivo 20.0 was used to code and analyze the interview text data.Results:This study used grounded theory coding to identify 18 subcategories,6 main categories,and 2 core categories.The core categories are service capacity and policy guarantee.Service capacity includes challenges in personnel team construction,insufficient technical capabilities,and a lack of re-sponsibility awareness.Policy guarantee comprises financial constraints,lack of trust,and insufficient external collaboration.These six main categories were derived from summarizing 18 subcategories such as"inadequate staffing for epidemic prevention and con-trol"and"imbalanced professional title structure".Conclusion:The core factors of service capability and policy guarantee consti-tute constraints on the improvement of plague prevention and control capabilities in the demonstration zone.Local governments and relevant departments should focus on improving the service capabilities of plague prevention and control workers and effectively im-prove policy guarantees to steadily enhance the plague prevention and control capabilities of the demonstration zone.
