Epidemic prevention and control can lead to the"success paradox"between individuals and society:although epidemic prevention and control bring overall benefits to society, individual participants seem to gain little practical benefits. After a period of successful epidemic prevention and control, some compulsory prevention and control measures are increasingly questioned, and more and more people choose to engage in"free-riding"behavior,until another outbreak occurs. The"success paradox"reflects the conflict between individual rights and public health epidemic prevention and control:can restricting individual rights for the overall health of society be ethically justified? The root of the paradox lies in the liberal values that lead to the separation of individuals and society, while emphasizing the socialist values of the human community and the public health community can help overcome this paradox.
