Research on the Implementation Dilemmas of Mental Health Policies in China
The dilemma of mental health policy implementation in China is analyzed by ambiguity-conflict model to provide a theoretical basis for advancing the effective implementation of mental health policy.The research reveals that China's mental health policies have relatively low ambiguity but significant conflicts in implementation.The conflict in the implementation of the policy is mainly manifested in the conceptual differences,professional identity conflict,and interest synergy conflict.Therefore,the implementation of mental health policies in China falls under political execution,with the dominant factor being"power",and there is a certain degree of"formalism"and"flexible implementation"in the process of policy implementation.It is recommended that the effective implementation of mental health policies be promoted by improving policy design,establishing sound supporting measures,and ensuring resources for policy implementation.
