Emergency drugs play a crucial role in safeguarding human health and maintaining international security in responding to public health emergencies. The current emergency drugs reserve strategy faces some ethical challenges in resource allocation fairness, the need for enhanced social justice, and the imperative for increased reserve flexibility in practice.Based on the ethical perspective, this paper explores optimization pathways for emergency drug reserve. It is proposed that the optimization of emergency drugs reserve should consider the ethical principles such as fairness, priority and public welfare. The study suggests to establish and improve the fair value of emergency drug reserve, strengthen the rational allocation of drug supply chain resources, and establish a comprehensive institutional framework for emergency medical drug reserve,in order to provide guidance and insights for the development of emergency medical drug reserve management model.
