摘要
健康共富是扎实推进共同富裕进程中健康治理的目标,它是对"人民至上、健康至上"理念的落实,为"人的自由全面发展"奠定了基础,是健康资源公平配置的结果,不仅具有工具价值,而且具有目的价值.实现健康共富,要贯彻以人民为中心的价值旨归,以人民需要为导向提供健康公共产品、落实每个人的健康职责、实现健康治理成果人人享有,以共治实现共享;落实健康优先发展的价值要求,将健康优先融入经济、政治、文化、社会和生态文明高质量发展的全过程,以凸显健康治理的价值;坚持公平与效率并重的价值原则,提高健康治理效率、增强健康公共产品可及性、特殊照顾健康弱势群体,以提高健康治理成效.
Abstract
Common health is the goal of health governance in the process of solidly promoting common prosperity,it's the result of allocating health resources fairly.It embodies the implementation of the philosophy of"people first,health first",laying the foundation for the"free and comprehensive development of individuals".So,it not only reflects instrumental value,but also reflects purposeful value.To achieve health common prosperity,it is essential to uphold the value orientation centered on the people,provide health public goods based on the needs of the people,implement the health responsibilities of each individual,ensure that everyone enjoys the results of health governance through co-governance for shared benefits.Implementing the value requirements of health priority development involves integrating health prioritization into the entire process of high-quality development in economy,politics,culture,society,and ecological civilization,emphasizing the value of health governance.Adhering to the value principle of balancing fairness and efficiency is crucial,improving the efficiency of health governance,enhancing the accessibility of health public goods,and providing special care for health vulnerable groups to enhance the effectiveness of health governance.
