社会组织参与公共卫生治理的问题检视与路径思考

摘要
公共卫生治理现代化强调激活多元治理主体力量,协同参与公共卫生事业建设.社会组织在基本公共卫生服务提供、健康促进、突发公共卫生事件应急等方面发挥作用,能够化解公共卫生治理的现实难题.社会组织参与公共卫生治理已具备较好的制度和实践基础,但同时也面临着外部推动力不足与自身能力不足的双重挑战.通过政府外在"赋能"与社会组织自我"增能"的双重途径,破除社会组织参与公共卫生治理的困境,才能实现社会组织参与路径的优化,促进公共卫生治理现代化目标的实现.
Abstract
The modernization of public health governance emphasizes activating the power of multiple governance entities and their collaborative participation in the construction of public health.By playing a role in basic public health services,health promotion and emergency response to public health emergencies,social organizations can resolve practical problems of public health governance.The participation of social organizations in public health governance has a solid institutional and practical foundation.However,it also faces dual challenges of insufficient external impetus and insufficient internal capacity only through the dual approach of external empowerment by the government and self-enhancement by social organizations can we break the dilemma of social organization participation in public health governance,can we optimize the pathway of social organization involvement and contribute to the realization of the modernization goals of public health governance.
