Quantitative Evaluation of Higher Medical Education Policies in China in the New Century
The development of higher medical education is inseparable from policy support, and the quantitative evaluation of policy can effectively reflect the rationality and coordination of policy design. This study focuses on the higher medical education policy promulgated after 2000,and combines text mining and policy modeling consistency(PMC)index model to construct a PMC index model for higher medical education policy evaluation, which includes 10 primary variables and 35 secondary variables.Through the quantitative evaluation of 14 national higher medical education policy texts,it is found that the policy design is generally reasonable.Among them,8 policies are rated as excellent, and 6 policies are rated as acceptable, with no policies rated as poor or perfect. However, there are some problems, such as unbalanced policy target planning, ineffective incentive measures and insufficient implementation links.Based on this, the corresponding policy optimization suggestions are put forward in order to provide reference for the policy design of higher medical education in the future.
