The analysis model of factors affecting the implementation of chronic disease policy was constructed by using Mitter-Horn model,and the factors affecting the implementation of chronic disease policy were systematically analyzed from the macro,meso and micro levels,aiming to provide reference for promoting the effective implementation of chronic disease policy.At the macro level,the policy objectives of chronic disease are gradually clarified,and the policy standards are continuously refined.However,overall national resource allocation is diverse but insufficient,and the regional equity in the implementation of chronic disease policy needs to be improved.At the meso level,there are problems such as poor communication among executing agencies,low efficiency in the use of chronic disease funds,and unclear division of powers and responsibilities among stakeholders.At the micro level,there are problems such as insufficient number of chronic disease management personnel,weak professional capabilities,and insufficient working motivation.While there have been some achievements in the implementation of chronic disease policies,continuous coordinated efforts from all parties are still needed.
