Practical Dilemmas and Compliance Responses in Healthcare Data Sharing
Healthcare data sharing is facing significant tension between actual needs and compliance challenges.A detailed examination of the fundamental characteristics of healthcare data reveals a shared value orientation and the need for sharing.However,current governance faces three major dilemmas:data heterogeneity,privacy leakage and national security risk.These problems are particularly prominent in various medical institutions and service platforms.Given that the governance foundation for compliant health data sharing in China is already in place,it is a feasible path to solve the current problems.Based on this,compliance responses should focus on distinguishing between different subjects rather than scenarios,clarifying compliance pathways for each,and achieving effective management of different types of entities,data levels,and sharing behaviors.
