The Origin of Modern Epidemic Prevention:A Preliminary Study on"Yingkou Model"of Harbor Quarantine
In 1864,Yingkou Customs began to deal with quarantine affairs,marking the beginning of public health quarantine in China.The subsequent issuance of the Niuzhuangkou Port Regulations laid a practical foundation for the establishment of China's quarantine system.Under the influence of diplomatic pressure and epidemic prevention measures,a detailed and complete quarantine system has been established in Yingkou from the initial Regulations on the Prevention of Plague in Yingkou to the Regulations on the Prevention of Epidemic Disease in Niuzhuangkou.After the establishment of the Yingkou quarantine hospital,measures such as isolation,bacteria testing,and patient treatment were implemented.Through compromise of four major systems:the central government,local forces,customs authorities,and the General Office of Epidemic Prevention Affairs of the Three Northeastern Provinces,the"Yingkou model"of co-governance was eventually established.It gained widespread acclaim at home and abroad,becoming a model for harbor quarantine practices.
