Research on connotation framework,influencing factors,and implemen-tation pathways of healthcare data opening
Healthcare data plays a key role in the construction of smart healthcare,and the realization of its opening is of great significance to help promote the utilization of healthcare services and the modern governance of healthcare.The paper constructs the"P-C-V-E"connotation framework with four dimensions:principle,characteristic,value,and evaluation of healthcare data opening.Against this background,this study focuses on exploring the influencing factors of healthcare data opening from three aspects:privacy and security,data management,and resource allocation.Finally,the following implementation pathways are proposed for the development of this field:Strengthening top-level design to protect privacy and security;Improving the institutional system to strengthen data management;Building operational mechanisms to optimize resource allocation.
