摘要
以北京市西城区区属三级医院北京市西城区广外医院为例,采用SWOT法分析其内部条件的优势、劣势,外部环境的机会、威胁,探讨北京市西城区广外医院在发展中面临的机遇和挑战.以医院组织架构健全,功能设置完备,高度重视人才,实行薪酬制度改革,人文历史底蕴好的内部优势为基础,依靠国家政策扶持,分级诊疗制度实施,强区位优势的外部机会,克服管理水平较低、重点学科优势不足、缺乏高层次人才,管理人员结构不合理、硬件环境落后的内部劣势,规避医药卫生体制改革、医疗竞争困境、公立医院绩效考核的外部威胁,提出高水平提升管理能力、高水准提升创新能力、高层次集聚优秀人才、高品质打造医院文化圈的战略发展规划策略.通过以上,为完善医院战略管理,进行医院战略分析、明确医院发展策略提供参考.
Abstract
Taking Beijing Xicheng Distric Guangwai Hospital,a third level hospital in Xicheng District,Beijing,as an example,the SWOT method is used to analyze the advantages and disadvantages of its internal conditions,opportunities,and threats of its external environment,and to explore the opportunities and challenges that Beijing Xicheng Distric Guangwai Hospital faces in its development.Based on the hospital's sound organiza-tional structure,complete functional settings,high emphasis on talent,implementation of salary system reform,and good cultural and historical background,relying on national policy support,implementation of a hierarchical diagnosis and treatment system,external opportunities for strong location advantages,overcoming internal disadvantages such as low management level,insufficient advantages in key disciplines,lack of high-level talents,unreasonable management personnel structure,and outdated hardware environment,avoiding external threats from medical and health sys-tem reform,medical competition difficulties,and performance evaluation of public hospitals,strategic development planning strategies are proposed to enhance management capabilities at a high level,enhance innovation capabilities at a high level,gather outstanding talents at a high level,and build a high-quality hospital cultural circle.Through the above,it provides reference for improving hospital strategic management,conducting hos-pital strategic analysis,and clarifying hospital development strategies.
