Evaluation of health resource allocation efficiency in traditional Chinese medicine medical institutions of Yangtze River Economic Belt based on DEA-Malmauist index
Objective To evaluate health resource allocation efficiency in traditional Chinese medicine medical institutions of Yangtze River Economic Belt from 2017 to 2021,and to provide reference for scientific allocation of traditional Chinese medicine health resources.Methods Data of China Health Statistical Yearbook from 2018 to 2022 were selected as sample,input and output indicators of health resources in traditional Chinese medicine medical institutions were analyzed.Health resource allocation efficiency of traditional Chinese medicine medical institutions in 2021 was statically analyzed by using BCC model of data envelopment analysis(DEA)method.Health resource allocation efficiency in traditional Chinese medicine medical institutions from 2017 to 2021 was dynamically analyzed by using Malmquist index model.Results Input indicators(number of institutions,number of beds,and number of health technicians)and discharge times of traditional Chinese medicine medical institutions in Yangtze River Economic Belt from 2017 to 2021 had been decreasing year by year,while the number of diagnosis and treatment had been increasing year by year.Total average value of comprehensive efficiency of health resources in traditional Chinese medicine medical institutions in Y angtze River Economic Belt at 2021 was 0.856.Health resource allocation of three provinces and cities had achieved strong DEA efficiency,while health resource allocation of eight provinces and cities had non-DEA efficiency,there were situations of redundant inputs and insufficient outputs.Total average value of total factor productivity index of traditional Chinese medicine medical institutions in 11 provinces and cities in Yangtze River Economic Belt from 2017 to 2021 was 0.863,of which ten provinces and cities had total factor productivity index of less than one.From 2017 to 2021,total factor productivity index of traditional Chinese medicine medical institutions in Yangtze River Economic Belt showed overall trend of first increasing,then decreasing and then rebounding,and exponential change patterns of technical efficiency,pure technical efficiency,and scale efficiency were all increasing first and then decreasing.Conclusion Health resource allocation efficiency of traditional Chinese medicine medical institutions in Yangtze River Economic Belt urgently needs to be improved at 2021,with scale efficiency being main limiting factor,and there are differences in allocation efficiency among different regions.Therefore,it is recommended to reasonably control scale of traditional Chinese medicine medical institutions,innovate their management models,scientifically formulate regional plans,and thus achieve optimization of health resource allocation.
