基于科研诚信承诺备案系统的论文诚信管理模式构建与实践

摘要
随着论文撤稿事件愈发频繁,医疗机构声誉与学术生态逐渐受到威胁,强化论文投稿的监管迫在眉睫.针对论文投稿管理的现状及存在风险,首都医科大学附属北京友谊医院开发了一套科研诚信承诺备案系统,将投稿过程监管流程化、信息化,并基于该信息系统形成院内论文诚信管理模式,以信息为溯源之本、制度为奖惩之度,贯穿科学研究-论文成果单位管理全流程,推动学术作风规范管理长效化.该模式的实施提升了管理部门的工作效率及监管效能,有助于规范论文投稿的流程,防止学术不端行为的发生,为本单位科研诚信体系的建设奠定坚实基础.
Abstract
As incidents of paper retractions become increasingly frequent,the reputation of medical institutions and the academic ecosystem are gradually being threatened,making it urgent to strengthen the regulation of paper submissions.Addressing the current state and risks associated with paper submission management,Beijing Friendship Hospital,Capital Medical University has developed a scientific integrity commitment filing system.This system streamlines and digitizes the submission process and creates an internal paper integrity management model based on this information system.It uses information as the source and institutional policies as the measure for rewards and punishments,covering the entire process from scientific research to paper results management,and this promotes the long-term regulation of academic conduct.The implementation of this model has improved the efficiency and regulatory effectiveness of the management department,helps standardize the paper submission process,prevents academic misconduct,and lays a solid foundation for construction the scientific integrity system within the institution.
