Investigation and analysis of the current status of the function of retired party branches in medical and health institutions
Objective To understand the current status of the function of retired party branches and explore strategic suggestions for improving the party building mechanism of retired party branches in medical and health institutions.Methods A questionnaire survey was conducted on 121 retired party members from five medical and health institutions(Cancer Hospital of Chinese Academy of Medical Sciences,Fu Wai Hospital of Chinese Academy of Medical Sciences,Guang An Men Hospital of China Academy of Traditional Chinese Medicine,Institute of Basic Medical Sciences of Chinese Academy of Medical Sciences and Institute of Medicinal Biotechnology of Chinese Academy of Medical Sciences).In-depth interviews were conducted with 12 retired party branch secretaries and party members from Cancer Hospital of Chinese Academy of Medical Sciences.Results A total of 121 retired party members participated in this survey,most of whom were over 60 to 70 years old and mostly female.Their education level was concentrated in undergraduate/junior college,and the proportion of senior professional titles was relatively high.Before retirement,they mostly worked in research and administrative management positions,with 55.37%of party members holding positions.Currently,their living status was mostly"not living with their children",and their main life content after retirement was"developing interests and hobbies".Their residence was close to their unit,and 39.67%of retired party members returned to their unit more than once a month,mainly for the purpose of participating in party organization life and personal medical needs.97.52%of party members recognized the work of retired party branches,believing that"there was a sense of reliance"and"hope to hear the voices of party organizations frequently".Most party members believed that political functions were effectively utilized,organizational activities were standardized,and cohesion was strong.It was recommended to set up retired party branches in a similar way to their business.It was believed that the important conditions for selecting a retired party branch secretary were prestige,integrity,and impartiality,followed by strong organizational and management abilities."Doing a good job in serving the elderly comrades"accounted for the highest proportion of the basic tasks of retired party branches.Conclusion Exploring the implementation mechanism of the functions of retired party branches,especially political and organizational functions,it is necessary to combine new characteristics and adapt to new situations,fully leverage the organizational,guiding,educational and management roles of retired party branches among party members,carry out flexible,diverse,convenient and efficient organizational life,closely integrate with administrative departments such as the Office of Retired Cadres,and promote high-quality development of retired work.
