公立医院干部挂职锻炼工作的实践探索与思考

选派干部挂职锻炼是新形势下培养干部的重要途径,是"党管干部""党管人才"政策的落地,是打造"双带头人"链条的有力举措.首都医科大学附属北京同仁医院自2022年起实施基于PDCA管理模式的干部挂职锻炼工作,在疫情防控、接诉即办和科主任查房等方面取得一定成绩,但存在缺少挂职人员遴选评价体系、工作绩效考核指标有待完善及挂职期限不够灵活等问题.针对医院工作实际,本文提出干部挂职锻炼工作可通过做好顶层设计、加强组织保障和完善机制建设等方式,确保总体效能发挥,达到补充完善干部知识结构和管理技能并推动医院高质量发展的目的.
Practical exploration and reflection on public hospital on-the-job training of cadres
Selection of on-the-job training of cadres is an important way to train cadres under new situation,is an important way to realize the policy of"party controls cadres"and"party controls talents"and a powerful initiative to build a chain of"dual leaders".Since 2022,Beijing Tongren Hospital of Capital Medical University has implemented on-the-job training of cadres based on PDCA management model,and has achieved certain results in epidemic prevention and control,handling citizen complaints and ward rounds conducted by department heads.However,there are also problems such as lack of a selection and evaluation system for secondment personnel,the need to improve work performance evaluation indicators,and the inflexibility of secondment periods.In response to practical work of the hospital,the article proposes that cadre training through temporary duty can ensure overall effectiveness by doing a good job in top-level design,strengthening organizational support,and improving mechanism construction.The purpose is to supplement and improve knowledge structure and management skills of cadres,and promote high-quality development of hospitals.
