基于三重底线理论完善公立医院建设工程合同管理的实践

为进一步提升公立医院建设工程合同的管理效果,推进医院治理能力和法治建设能力提升,本研究基于三重底线理论,结合医院建设合同工程管理实际,从经济、环境、社会三个维度,建立了指标评价体系,包括 10 个二级指标和 25 个三级指标.结合各专业人员打分,通过层次分析法进一步确定了各指标权重,进一步实现建设工程合同各环节的分级分类管理,同时通过管理实践进一步对评价结果进行检验.研究结果不仅丰富了建设工程合同管理理论与方法,还为建设工程合同管理工作提供参考依据.
In order to further improve the management effect of public hospital construction project contracts,and to promote the improvement of hospital governance and rule of law construction capacity.Based on the triple bottom line theory,this paper established an indicator evaluation system based on the three dimensions of economy,environment and society in combination with the actual management of hospital construction contract works,which included 10 secondary indicators and 25 tertiary indicators.Combined with the scoring of each professional,the weight of each indicator was further determined through hierarchical analysis method to further realize the hierarchical classification management of each link of construction contract,while the evaluation results were further tested through management practice.The research results not only enriched the theory and method of construction contract management,but also provided reference basis for construction contract management.
