北京市公立三甲医院编外人员职业困境及对策研究

Study on Career Dilemma and Countermeasures of Supernumerary Staff in Beijing Public Tertiary Hospitals

目的 通过调查分析北京市公立三甲医院编外人员的工作现状和职业困境,分析编外人员职业困境的原因,提出破解困境的相关对策.方法 运用问卷调查、专家咨询法开展定量和定性研究.结果 公立三甲医院编外人员面临着薪酬待遇不平等、工作压力较大、晋升空间狭窄、归属感不强等职业困境.结论 政府层面应尽快制定公立医院编制标准,加大财政投入;医院层面应淡化身份差异,创造良好的职业发展环境.
Objective Through the investigation and analysis of the work status and career dilemma of supernumerary staff in the Grade-A tertiary public hospitals in Beijing,the causes of career dilemmas of supernumerary staff are analyzed,and relevant countermeasures to crack the dilemmas are put forward.Methods Questionnaire survey and expert consultation were used to carry out quantitative and qualitative study.Results Supernumerary staff in the public hospitals are faced with career dilemmas such as unequal remuneration,heavy work pressure,narrow promotion space,and weak sense of belonging.Conclusion The government should formulate staffing standards for public hospitals as soon as possible,and increase financial support.The hospital should downplay the identity differences and create a favorable environment for career development.
