Public Health England was withdrawn by the UK government in 2020 during the COVID-19 pandemic due to accusations of poor testing and tracing of the disease, which raised concerns about the future of the public health system in the UK,and in England in particular. The two new bodies created to replace Public Health England quickly reflected on the agency's previous problems to ensure a public health system fit for the objective and avoid a similar fate to the previous Public Health England. This paper analyzes several systemic weaknesses in the current British political system, including localism, poor implementation, lack of leadership decision-making means or unwillingness to face the truth, and utilitarianism at the expense of long-term planning, and evaluates the operation of newly established institutions.
