基于压电效应理论的医疗数据安全治理体系构建研究

医疗数据是我国重要的基础性战略资源,数据安全治理也成为医疗机构高质量发展的基础工作之一.通过在事前、事中和事后三个治理阶段以压电效应理论中的风险感知、危机响应和关键对齐状态作为导向,构建基于压电式的医疗数据安全治理体系.通过风险感知状态对安全风险因素进行感知预警,危机响应状态引导安全事件控制与处理,关键对齐状态则对事件进行总结反馈,进一步分析原因、调整并优化风险感知能力,从而实现全流程、闭环式的医疗数据安全治理,为医疗机构数据安全治理建设提供新思路.
Medical data is an important fundamental strategic resource in China.Therefore,the data security governance has become a necessary path for the high-quality development of various medical institutions.A piezoelectric-based medical data security governance system was constructed by using risk perception,crisis response,and key alignment states in the piezoelectric effect theory as an orientation in the three governance phases:before,during and after.Through the risk perception state to perceive the security risk factors for early warning,the crisis response state to guide the control and processing of security events,and the key alignment state to summarize and feedback on the events,the system could further analyze the causes,adjust and optimize the risk perception capabilities,so as to realize the full-process,closed-loop healthcare data security governance,and provide a new way of thinking for the construction of medical institutions'data security governance.
