摘要
2023年7月起,全国掀起了一场从中央到地方、从研发到使用、从管理部门到经营企业全领域、全链条、全覆盖的医药反腐风暴.公立医院作为医药行业的主体,面对依然严峻复杂的形势,如何建立高效协同的监督系统、严防严控医药领域不正之风的潜滋暗长是亟待解决的问题.本文分别从制度层面、理论层面、实践层面分析公立医院纪巡审"三位一体"协同监督的可行性,并从构建协同监督工作体系、建立监督联席会议机制、创新协同监督工作模式、发挥协同监督叠加效应四个方面探索协同监督的实践路径,促进公立医院更好地优化监督结构,形成纪检、巡察、审计高效协同的监督合力,营造风清气正的政治生态环境,为提供优质医疗卫生服务、建设健康中国提供坚实保障.
Abstract
Since July 2023,the country has set off a storm of medical anti-corruption in the whole field,chain and coverage of pharmaceuticals from the central to local,from research and development to use,and from management to business enterprises.As the main body of the pharmaceutical industry,public hospitals are still facing a severe and complex situation,how to establish an efficient and coordinated supervision system,and strictly prevent and control the potential growth of unhealthy trends in the pharmaceutical field is an urgent problem to be solved.This paper analyzes the feasibility of the"trinity"cooperative supervision of discipline inspection and audit in public hospitals from the institutional level,theoretical level and practical level,and explores the practical path of cooperative supervision from four aspects:building a collaborative supervision work system,establishing a supervision joint meeting mechanism,innovating the collaborative supervision work mode,and giving full play to the superposition effect of collaborative supervision,so as to promote public hospitals to better optimize the supervision structure,form an efficient and coordinated supervision force for discipline inspection,inspection and audit,create a clean and positive political environment,and provide a solid guarantee for the provision of quality medical and health services and the construction of a healthy China.
