New Ideas for Improving Benefit Compensation Mechanism for China's Main Grain Producing Areas
Food security decides national prosperity and the people's well-being.Main grain producing areas have made great contributions and sacrifices to ensure China's food security,and the government strategically attaches great importance to the benefit compensation for main grain producing areas.At present,China's grain industry is facing many pressures and challenges,such as the intensifying contradiction between grain supply and demand in production and marketing areas,the widening gap in economic development,the instability of grain yield,and the surge of resource and environmental pressure in main producing areas.Improving the benefit compensation mechanism and innovating compensation ideas are practical problems to be solved urgently to ensure food security in China.This paper further expands the theoretical basis of benefit compensation in main grain producing areas,puts forward a new idea of benefit compensation,and forms a multi-dimensional compensation mechanism guided by fair,coordinated and sustainable development to achieve common prosperity in all regions.In the vertical aspect,the government-led benefit compensation mechanism and the efficiency of the use of compensation funds should be improved.In the horizontal aspect,regional responsibility sharing mechanism should be developed,a new type of cooperation between production and sales areas should be explored,and a horizontal benefit compensation mechanism for production and sales areas should be established.In addition,it is necessary to comprehensively consider the explicit and implicit losses of the development of the main producing areas,and make up for the opportunity cost of the economic development of the main producing areas and the resource consumption of grain production by doing a good job in land use,improving the core competitiveness of the industry,and establishing the grain ecological com-pensation mechanism.
