摘要
粮稳天下安.基于全球视角,坚持系统观念,立足世界政治深度调整、经济全球化链条重塑的大势,研判世界粮食安全的新形势与新特点,审视国际形势与我国经济社会深度联动的大局,在中国与世界的互动中把握我国粮食安全发展的新态势,辨析我国粮食安全面临的"内忧"与"外患".研究表明,应积极应对外部环境变化,推进全球粮食治理体系变革,坚守"立足国内、以我为主"的粮食安全观,提升全球粮食市场掌控能力,全方位夯实粮食安全根基,从顶层设计和战略维度擘画确保粮食安全的中国方案,努力提升粮食安全保障水平.
Abstract
Stablility of food ensures the stability of the world.Based on the global perspective,adhere to the system concept,standing at a time of profound adjustment in world politics,economic globalization in-depth development of the general trend,the new characteristics of world food security was studied by examining the overall situation of the deep linkage between the international situation and China's economy and society and grasping the new situation of China's food security development in the interaction between China and the world.To distinguish and analyze the"internal worry"and"external invasion"of China's food security,to actively respond to the changes of external environment,to promote the reform of the Global Food and agriculture governance system,adhere to the"domestic-based,i-based"concept of food security,improve the ability to control food in the global market,all-round consolidation of the foundation of food security,from the top-level design and strategic dimensions of the Chinese program to ensure food security was proposed,aimed to enhance food security to a higher level.
