Financial Empowerment for the Development of New Quality Agricultural Productive Forces:Mechanisms,International Experience,and Practical Paths
Developing new quality agricultural productive forces is an inherent requirement and a crucial necessity.This paper focuses on promoting new quality agricultural development.From the perspective of financial functions,it explores the internal logic of financial empowerment for the advancement of new quality agricultural productive forces through four key aspects:facilitating agricultural technological progress,enhancing the conversion rate of scientific and technological achievements,optimizing the input structure of agricultural resources,and supporting the upgrading of the agricultural industrial structure.The paper identifies several issues in the current process of financial empowerment for the development of new quality agricultural productive forces,including inadequate resource support,significant contradictions in the supply-demand structure,insufficient capacity to strengthen the resilience of the industrial chain,and poor coordination among various factors.Furthermore,it analyzes the underlying causes of these issues in relation to agricultural,financial,and policy factors.Drawing on the successful experiences and innovative practices of the United States and the Netherlands,while considering the realities of China's agricultural development,this paper proposes practical pathways,countermeasures,and recommendations for advancing new quality agricultural productive forces through financial empowerment.These recommendations encompass four areas:improving the top-level design of policies,constructing a multi-dimensional financial support system,innovating financial products and services,and improving risk-sharing mechanisms.
