Horizontal Interest Compensation Mechanism for Grain Production and Marketing Areas Based on Marxist Differential Rent Theory:Theoretical Analysis,Compensation Design,and Path Selection
To motivate the main grain producing areas to"emphasize agriculture and grasp grain",and to accelerate the formation of a food security pattern of"carrying the rice bowl together and the responsibility together",it is urgent to construct a horizontal benefit compensation mechanism for grain production and marketing areas.Based on the theory of differential land rent,from the perspective of dietary structure,the study calculates the net flow of virtual cultivated land and the compensation standard of each province,and builds a horizontal benefit compensation mechanism for grain production and marketing areas under a specific dietary structure.It is found that under the set medium dietary standard,20 regions such as Heilongjiang Province,Inner Mongolia Autonomous Region,Jilin Province,and Xinjiang Uygur Autonomous Region are compensated regions;11 regions such as Guangdong Province,Zhejiang Province,and Beijing Municipality are compensated regions.In terms of the compensated standard,the total compensated standard of the compensated regions amounted to 11.701 billion yuan.Among them,the compensated standards of Heilongjiang Province,Inner Mongolia Autonomous Region,Henan Province,and Xinjiang Uygur Autonomous Region are higher,amounting to 2.798 billion yuan,1.462 billion yuan,1.196 billion yuan and 0.898 billion yuan,respectively;the compensated standards of Chongqing and Guizhou are relatively lower,amounting to 0.047 billion yuan and 0.056 billion yuan,respectively.In terms of compensation standards,Guangdong Province has the highest compensation standard of 1.203 billion yuan;Xizang has the lowest compensation standard of 0.020 billion yuan.The path choice of horizontal benefit compensation mechanism in grain production and marketing areas is discussed from the aspects of regulations and supervision system,benefit compensation method and compensation fund source,with a view to providing reference for constructing and optimizing the horizontal benefit compensation mechanism in grain production and marketing areas.
