摘要
粮食安全关乎国运民生.党的二十届三中全会提出,"统筹建立粮食产销区省际横向利益补偿机制,在主产区利益补偿上迈出实质步伐",为破解粮食主产区面临的产粮多、经济弱、财政穷、环境紧等现实问题提供了新思路、新导向.高标准农田建设是提升耕地质量、提高粮食综合生产能力的重要举措,将高标准农田建设作为粮食产销区省际横向利益补偿的政策抓手、机制载体,有利于实现粮食供需有效匹配、产销对接模式升级、生产投入转变、生产方式转型.未来应通过基础共建、产业联动、标准互认、品牌联营等,深入推进粮食产销区共建高标准农田.同时,注重在"全国一盘棋"原则下发挥两区优势、推动"有效市场"和"有为政府"的高效结合、加强产销区资金和技术合作、健全省际横向利益补偿机制的制度体系.
Abstract
Food security is related to the country's fortune and the people's livelihood.The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed"coordinate the establishment of an inter-provincial horizontal interest compensation mechanism in grain production and marketing areas,and take substantial steps in the compensation of interests in the main producing areas",which provides new ideas and guidance for solving the real problems faced by the main grain-producing areas,such as the production of a lot of grain,a weak economy,a poor treasury,a tight environment,and so on.The construction of high-standard farmland is an important measure to improve the quality of cultivated land and improve the comprehensive production capacity of grain,and the construction of high-standard farmland is regarded as the mechanism carrier of inter-provincial horizontal benefit compensation in grain production and marketing areas,which is conducive to the effective matching of grain supply and demand,the upgrading of production and marketing docking mode,the transformation of production input and the transformation of production mode.In the future,the grain production areas and marketing areas should further promote the joint construction of high-standard farmland in through infrastructure co-construction,industrial linkage,mutual recognition of standards,and brand joint operation.At the same time,the government should pay attention to giving full play to the advantages of the two regions under the principle of"one game of chess for the whole country",to promote the efficient combination of"effective market"and"active government",to strengthen the production and marketing areas of financial and technical cooperation,and to improve the system of inter-provincial horizontal benefit compensation mechanisms.
