Can the New Round of Farmland Rights Confirmation Policy Promote Entrepreneurship of New Agricultural Business Entities?——Evidence from CCAD
New agricultural business entities is the key driving force to promote rural economic development and realize agricultural modernization.Taking the implementation of the farmland rights confirmation policy as a"quasi-natural experiment",this paper evaluates the effect of the policy on the entrepreneurial vitality of new agricultural business entities by using the multi-period double-difference method.The research shows that the agricultural land titling can significantly improve the entrepreneurial level of new agricultural business entities,and this conclusion is still robust after considering the endogenous problem,and is mainly achieved by expanding the scale management level of agriculture,strengthening the agricultural credit support and promoting the transmission mechanism of innovation and development.Further analysis indicates that the policy effect of farmland rights confirmation on new agricultural business entities entrepreneurship is heterogeneous,with significant promotion only in non-grain main producing areas,arid areas,and naturally low-risk areas.At the same time,the policy effect mainly comes from agricultural enterprises and family farms,while the contribution of agricultural cooperatives is not significant.To further promote new agricultural business entities entrepreneurship,it is recommended to continue to implement farmland rights confirmation,improve relevant supporting policies,adjust flexibly according to local conditions,and give full play to the role of farmland rights confirmation in promoting new agricultural business entities entrepreneurship.
