How Can Agricultural and Rural Big Data Policies Promote Farmers'Income Growth?
Promoting the continuous growth of farmers'income is the key to improve agricultural and rural work.The implementation of the"Agricultural and Rural Big Data Pilot Program"was reviewed as a quasi-natural experiment.Based on panel data from 27 provinces in China from 2000 to 2021,the income-increasing effects of agricultural and rural big data policies were empirically explored using the Propensity Score Matching-Difference in Differences method(PSM-DID).The research results indicated that agricultural and rural big data policies could significantly enhance farmers'income.The mechanisms of action included promoting the upgrading of agricultural industrial structures,improving agricultural production and operational efficiency,and enhancing the level of digital application in rural areas to boost farmers'income.Furthermore,the impact of agricultural and rural big data policies on farmers'income exhibited regional and project heterogeneity.The policies had a significant positive effect on the income of farmers in the central,western,and northeastern regions,while negatively affecting the income of farmers in the eastern region.Additionally,the impact on different types of farmers'income varied across regions.Among the four major pilot projects,the market-oriented construction and operational mechanisms had the most significant effect on increasing farmers'income,but different types of projects had varying impacts on farmers'income in different regions.Therefore,it was necessary to further clarify policy orientation,improve the policy system,and effectively implement pilot policies,adapt to local conditions to fully leverage the income-increasing effects of agricultural and rural big data policies.
