In digital economy,data has become one important factor of national econo-my's production.As an essential part of data,the function of language data as a factor of production needs to be emphasized and recognized.The function of a production factor of language data lies in its'function in the economic activities based on links in the production chain,in which language data participates in the creative,processive,evaluative and applica-tional way.In economic activities,in order to meet the actual demands,they are combined in a chain in different ways,forming three types of participation chains:simple,complex,and circular.The factor of production needs to be put into circulation and participate in eco-nomic activities,and clearly specified property rights provide institutional safeguards that al-low those factors to circulate in an orderly manner and play their parts.So we can study the governance route of language data by focusing on its'property rights institutions from three perspectives:the unification of different distribution systems,the unification of different goods,and the unification of rights and responsibilities.
