From 1.0 to 5.0:Research on the Iterative Evolution of Marginal Innovation of Business Environment Policy in China——NVivo Quality Analysis Based on Policy Text
In the past ten years,with the continuous evolution of China's business environment construction,the policy priorities and policy iteration mechanism in different stages of system construction are the important questions to be answered.The paper,using a grounded theory approach based on the policy text,and with the help of NVivo20 software,encoded the business environment policy texts from version 1.0 to 5.0 of China's central and pilot cities from 2018 to 2022,and further refined the master category encoding,analyzed the key elements and evolution mechanism of marginal innovation of business policy,so as to build a marginal innovation approach mechanism of business policy from conceptual framework building,operational reform,index realization to institutional reform.It's found that the index of the technical reform path of the operation layer is faced with the"ceiling",the key to further policy evolution lies in insti-tutional change,in other words,the system supply that provides the market economy foundation should be provided.
