Implementing judicial responsibility system is the core link of the judicial reform,and also the necessary means to effectively safeguard the judicial justice of the court.The reform of judicial responsibility system of the local grassroots courts in Tibet has achieved great results,while there are still some problems.The necessary measures to respond to these issues include:strengthening the quality of the personnel of the grassroots courts and enhancing the overall judicial ability;refining the operation system of judicial power to ensure fair and effective exercise of judicial power;and effectively integrating the role of the court organizations.
