盐务稽核所以善后借款合同而成立，其职权无疑侵夺了中国盐政主权。南京国民政府为收回盐政主权，围绕稽核所职权问题与关系国进行了坚决的斗争。作为重要关系国的英国最初积极谋划并与南京政府交涉，企望后者履行善后借款合同的相关约定；随着中国国家的统一，英国一度寻求展开修订合约的谈判，以体面地解决问题；但国民政府决意单方变更稽核所职权，英国又默认了这一重大不遵守情势。英国于盐务问题最终做出如此巨大之妥协，不仅有债权人利益及法理上的考量，更与其对华政策的调整有关。这种让步标志着一场履约争端以最有利于中国的方式得到了解决，标志着中外不平等的盐务关系得到了修正，于英国本身而言也自有其积极意义。
Abstract
The inspectorate of salt affairs was established because of the reorganization loan contract and its authorities trespass on China’s sovereign rights of salt. The Nanjing National Government fought firmly with the relating countries to take back the sovereign rights of salt. As one of the important related countries, England tried to negotiate with Nanjing National Government positively at the beginning, hoping that the Nanjing Government could perform the relevant agreements of the reorganization loan contract. With China’s unification, England tried to revise the contract and settle the dispute decently; however, the Nanjing National Government decided to change the inspectorate’s authority unilaterally and England gave tacit consent to it. For the great compromise, England took its profits and legal principles into consideration, and it also related with the regulation of its policy towards China. The compromise indicated that the dispute was settled with China got the most benefits and the unfair relations of salt affairs were revised and it also acted positively to England itself.
