Salt is an important strategic resource closely related to the national economy and people's livelihoods.Zhang Jian has been focusing on salt industry reforms for over thirty years,consistently adhering to the reform path of"destruction and construction"in parallel:breaking the scattered production model of salt industry in the Huai region,advocating for centralized factory production and unified management;dismantling the monopoly system of the sale of salt,advocating for taxation at production place and promoting free trade;disrupting the salt-producing areas,advocating for integrated land reclamation and salt production,with land reclamation surpassing salt production.Zhang Jian's salt industry reforms included measures such as establishing salt production centers,taxing based on production sites and developing salt fields while reducing the area under cultivation.A detailed examination of Zhang Jian's proposals and practices in salt industry reform reveals that his reforms were never simply about destroying the old system.Instead,he harbored a strong enthusiasm and expectation for constructive reform,aiming to achieve a more efficient and equitable salt industry production and management system to address national and livelihood issues.
