摘要
扎实推进洞庭湖生态经济区环境治理是实现区域经济社会高质量发展的有力支撑.洞庭湖生态经济区已构建环境治理政策框架体系,持续确保环境治理资金投入,环境质量总体得到改善,但仍存在环境治理资金来源渠道单一且地区间差异大、尚未建立完善的环境治理协调机制、环境治理政策有待完善且执行与监管力度不够等问题.基于此,应拓宽环境治理资金来源渠道,建立湖区环境治理协调机制,完善环境治理政策体系,以提升湖区环境治理整体水平.
Abstract
Solidly advancing environmental governance in the Dongting Lake Ecological Economic Zone is a strong support for achieving high-quality regional economic and social development.The Dongting Lake Ecological Economic Zone has built an environmental governance policy framework system to continuously ensure environmental governance capital investment,and the overall environmental quality has been improved.However,there is still a single source of environmental governance funds,large differences between regions,and a complete environmental governance coordination mechanism has not yet been established.Environmental governance policies need to be improved and implementation and supervision are insufficient.Based on this,the sources of funds for environmental governance should be broadened,a coordination mechanism for environmental governance in the lake area should be established,and the environmental governance policy system should be improved to improve the overall level of environmental governance in the lake area.
