After the foundation of the People's Republic of China,China's higher education system continued to improve through socialist transformation with its internal structure gradually full-fledged.The multi-source flow theory believes that the sources of problems,policies,and politics are important factors that promote policy adjustment.When these orig-inally separated factors converge at critical time points,they will promote the opening of the"policy window".Based on this analytical framework,major policy adjustments such as the adjustment of departments during the socialist revolution and construction period,the devel-opment of higher vocational education in the new era of reform and opening up,and socialist modernization construction,as well as the transformation and development of local under-graduate universities,the transformation of independent colleges and the establishment of new vocational schools at the undergraduate level in the new era of socialism with Chinese characteristics,are all the results of the joint action of multiple external and internal factors in higher education.Thus,basic paradigms such as homogeneous differentiation,vertical ex-tension and heterogeneous isomorphism have been formed in China's applied higher educa-tion.In the new journey of striving,efforts should be made to address new issues arising from the development of applied higher education,to clarify the missions and tasks of various levels of applied universities,to standardize the names of applied universities and to build up an applied talent training system.
