Excellent-teacher Program:Policy Opportunities,Realistic Challenges and Path Optimization for the Construction of High Quality Staff in the Western Region
The Excellent-teacher Program,facilitating the construction of high-quality staff from the supply end and making up for the inadequacy in the education of the western re-gion,is an important measure to assist the rural revitalization in that region.However,the implementation of the program meets with some realistic challenges in policy support,the special needs of the western region,educational resources of the training institutions,and confusion among stakeholders(the candidates applying for the program).In order to guaran-tee the solid implementation of the program,it is necessary to make improvement in four as-pects.First,strong support of the program should be ensured to consolidate the foundation of its implementation;second,the program should be implemented in a wider scope to opti-mize the scale and structure of teachers;third,efforts should be made to enhance the educa-tional resources of the normal universities in the western region and to reasonably adjust the structure of the training institutions;fourth,the teacher-related personnel policy in the western region should be improved to ensure the teachers'rights and interests.In a word,the policy implementation path should be optimized to ensure the goal of the program and promote the construction of high-quality staff in the western region.
