In the new era,local application-oriented universities in China are a dissipative structure far from equilibrium.The analysis of its internal and external development factors shows that the external factors account for the dominant role in promoting the orderly devel-opment of the universities.Therefore,these universities should fully utilize the favorable ex-ternal factors by strengthening the collaboration between universities and the local regions,boosting the integration between schools and industries,accelerating the integration of scien-tific researches and instruction,and deepening the international cooperation,so as to pro-mote the high quality development of universities.
