融媒体时代为构建开放式学术批评提供了可能.将开放式学术批评引入科研评价,既受科研评价异化与学术批评缺失的内部逻辑驱动,也受回应同行评议信任危机的外部逻辑驱动,同时面临从批评乱象中选取基于文本的客观有效批评、对学术批评的价值倾向作出分类、对学术批评质量作出衡量、对学术批评实现数据化的叠加挑战.为此,应构建刊网融合的开放式学术批评平台,多元并举治理开放式学术批评乱象.开放式学术批评引入科研评价,其性质是对同行评议的补充,应采用定性评价与定量评价相结合的评价方式,定性评价由同行评议专家作出,定量评价由第三方专业评价机构作出,科研评价结果以同行评议为主、以开放式学术批评为辅.
The era of integrated media has made it possible to construct open academic criti-cism.Introducing open academic criticism into research evaluation is driven by both the in-ternal logic of research evaluation alienation and the lack of academic criticism,as well as the external logic of responding to the trust crisis of peer review.At the same time,it faces the challenges of selecting objective and effective criticism based on text from criticism chaos,classifying the value orientation of academic criticism,measuring the quality of academic crit-icism,and achieving digitization of academic criticism.To this end,an open academic criti-cism platform that integrates journals and networks should be constructed,and the chaos of open academic criticism should be managed in a diversified and simultaneous manner.The in-troduction of open academic criticism into scientific research evaluation is a supplement to peer review,and a combination of qualitative and quantitative evaluation should be adopted.Qualitative evaluation is made by peer reviewers,and quantitative evaluation is made by third-party professional evaluation institutions.The results of scientific research evaluation are mainly based on peer review,supplemented by open academic criticism.
