After the World War Ⅱ,the policy on international students in British higher edu-cation has witnessed the two key nodes of the"International Students Full Fee Scheme"and"Prime Minister's Initiative Scheme"changing from mono-culture to multi-culture source,from political and diplomatic domination to market orientation and to national strategy-led policy.The change is influenced by the deep structural factors such as economic system,so-cial culture and higher education management.It is driven by the demands of responding to the political and economic changes home and abroad and to the needs of international students in studying abroad.In the aspect of path dependence,the cognition of the relevant policies is locked in national benefits.
