多源流理论在分析职业本科教育政策的生成逻辑上具有一定适用性.利用多源流理论观点并结合中国本土语境,能够形成适用于我国职业教育本科化政策生成的多源流分析框架.我国职业本科教育政策的生成逻辑是:"中国智造"对高层次技术技能人才的需求与高职教育人才培养现状的不匹配成了问题源流;政策基础、院校实践与学者建议构成政策源流;中央决策、地方发展与人民诉求形成政治源流;政府、高校、社会三种力量共同影响并推动政策之窗的开启.
The Multiple Stream theory is applicable in analyzing the logic behind the formula-tion of vocational undergraduate education policies.Its integration with the Chinese local context produces a tailored analytical framework for the upgrading policies of vocational edu-cation.The problem stream stems out of the mismatch between the demand for high-level technical talents in the project of"Smart Production in China"and the current state of talent cultivation in higher vocational education.The policy stream is composed of the policy foun-dation,institutional practice,and expert recommendation and the political stream comes out of the government decisions,regional development,and public demands.The combined forces of government,universities,and society influence and facilitate the opening of the pol-icy window.
