高校监督体系建设的实施路径

高等学校作为国家治理体系组成部分,其监督体系的建设是全面从严治党的必然要求.目前高校党委的主体监督、纪委的专责监督、各职能部门的协同监督等不断加强,但在责任意识、顶层设计、教育引导、处罚力度等方面还存在不足,要从落实高校党委、党的工作部门的主体责任,加强纪检部门的专责监督责任,强化部门之间协同监督,加强制度建设,完善队伍保障机制等方面加强高校监督体系建设.
Abstract
As one of the components of the national governance system,the construction of the supervision system is an inevitable requirement for the comprehensive and strict governance of the Party.At present,the main supervision of the Party Committee of colleges and universities,the special supervision of the Commission for Discipline Inspec-tion,and the coordinated supervision of various functional departments are continuously strengthened,but there are still shortcomings in the consciousness of responsibility,top-level design,education guidance,punishment intensity and other aspects.It is necessary to strengthen the construction of the supervision system of colleges and universities by implementing the main responsibility of the Party Committee and the working departments of colleges and universi-ties,strengthen the full-time supervision responsibility of the discipline inspection department,strengthen the coor-dinated supervision between departments,strengthen the institutional construction,and improve the team guarantee mechanism.
